Voting happens on Snapshot: https://proposals.ceg.vote/

Community can vote YES, NO or ABSTAIN.

We use Optimistic Quorum: A proposal is rejected only if AGAINST votes exceed the quorum (5,000 METIS). Otherwise, it is accepted.
